Why is pool is half empty?

I went down for a swim this afternoon but didn't get in because there wasn't enough water to swim in.
If this was to clean it or something, couldn't it have waited till AFTER the long weekend holiday?
No sign up at pool, nothing.
We pay a lot of owners fees here and this isn't good enough.
